Job Title: Early Childhood Development Specialist, Narobi

Purpose of the Position
Supporting the planning, development and implementation of Early Childhood Development Programmes in ESARO, including support for
(a) scaling up national UNICEF programmes towards achieving MTSP targets, contributing to all relevant millennium development goals and effectively supporting UNICEF`s contribution to poverty reduction;
(b) leveraging resources in support of developing ECD policy and practice, partnerships and mobilisation, as well as advocacy;
(c) coordinating with all outcome areas as indicated in the OMP and MTSP child survival and development, basic education and girls` empowerment, child protection, HIV/AIDS and social policy. Linkages will be forged to enhance synergy and holistic planning and policy development for early childhood development,
(d) providing leadership for education interventions in ECD in ESARO linked to the overall Basic Education and Gender Programme objectives, ensuring that these are clearly linked to government priorities in policy and planning for ECD across sectors.
Key Expected Results
1. Co-ordinate overall ESARO support to inter-sectoral ECD interventions through convening meetings where appropriate and participating in programme meetings across the various programme sections, whilst co-ordinating ESARO guidance on integrated planning for ECD to COs with UNICEF nutrition, health, WASH, child protection, HIVAIDS, social protection and social policy staff.
2. Provide specific support to the education component of IECD programming, through providing knowledge leadership and TA for ECD Focal Points in the region in areas including programme design, curriculum, assessment, standards, ECD facilitator training, quality assurance, etc.
3. Leverage support for increased investment in ECD through placing early child development on the agenda of major forums, and providing outcome specific, high quality and timely reporting on progress towards the MDGs, participating in relevant various international for and through developing an ECD resource mobilisation strategy for ESARO.
4. Enhance knowledge management in ECD in the region and its accessibility on the UNICEF intranet and internet, including evidence on the effectiveness of various ECD intervention models through evaluations, documentation, annual reporting, assessment of best practices and accountabilities. Coordinates effective dissemination of best practices and linkages with the COs, HQ and other partnerships.
5. Provide technical and managerial support to country offices in the development of ECD policy and ECD planning, implementation and M&E, including management of any multi-country programmes on ECD that require ESARO support.
6. Strengthen strategic alliances and partnerships around ECD in the region.
7. Plan, monitor and report on ECD activities, including fund management and donor reporting, taking necessary actions for the optimal use of programme funds
Qualifications of Successful Candidate
Advanced university degree in any of the following: Social Sciences, Public Health, Education, or other fields related to the work of UNICEF.
Eight years of relevant work experience at the national and international levels in social development, management, monitoring and evaluation, including specific experience in ECD.
Fluency in English and another UN working language.
A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
