Job Title: Consultancy on Developing a Strategic Plan for the National Police Service Commission (NPSC) of Kenya

Background of the Assignment:
UNODC assistance to Police reforms falls in line with its mandated activities which include upgrading crime prevention and criminal justice systems as well as promoting the Rule of Law.
UNODC as the custodian of United Nations standards and norms in crime prevention and criminal justice holds a mandate to support Member States in building fair and effective criminal justice systems and developing crime prevention programmes.
The 2010 Constitution establishes the NPSC with several key mandates, including recruitment and appointment of police offices in the NPS.
The Commission seeks to develop a Comprehensive, Integrated, Strategic Plan (2014-2018). Having a
viablestrategic direction is critically important both to reach consensus on the way forward on the key programme elements and priorities, and to provide a credible basis for sustained reforms.
Purpose of the assignment:
The purpose of the assignment is to support NPSC in developing a Strategic Plan (2014-2018) and an Annual Work Plan (2014-2015) to operationalize their mandate and to support the transformation of the NPS into an effective, efficient and trusted security agency for Kenyans.
Expected tangible and measurable output(s):
• A comprehensive assessment report with clear recommendations for the development and outlines for the implementation of the Strategic Plan (2013-2018) and an Annual Work Plan (2014-2015
• A finalized and validated Strategic Plan (2014-2018) and an Annual Work Plan (2014-2015), including an implementation plan, with a specific focus on Gender,Human Rights and Anti-Corruption issues, developed in consultation with all relevant national and international stakeholders.
Duration: 4 months
Qualifications/expertise sought:
• Advanced University Degree in Police Studies, Law and/or another relevant field;
• At least seven(7) years professional experience working with and/or providing technical assistance to governmental and/or international organizations on strategic planning in the police sector;
• Previous experiences providing on strategic planning to security sector is a distinctive advantage;
• Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively;
• Excellent English written and oral communication skills.

Staff Debriefing and Counsellor Supervision Consultant at Save the Children in Kenya
Job Title: Staff Debriefing and Counsellor Supervision Consultant

Background;
Save the Children has been operational in the Dadaab refugee camps since 2007 when a child protection programme was established.
The programme is now one of Save the Children’s largest child protection programmes globally.
The programme provides and supports holistic and comprehensive social welfare support to children within four of the refugee camps and the local host community, as well as integrating informal education and livelihood support.
Services provided include: individual support to vulnerable children and carers from case workers, placement of unaccompanied children into foster care, resettlement to third countries, psychological counselling, referral to other services (notably education and livelihood-support) and liaison with statutory duty bearers such as the police and District Children’s Officer as well as UNHCR and other humanitarian agencies, and local leaders.
Support is also provided to local, community-based child protection structures such as child welfare committees, child education and welfare centres and children’s clubs.
As such the Save the Children team come into contact with and support children who experience a range of protection concerns including sexual and gender-based violence and abuse, neglect and abuse within homes and communities, commercial exploitation, and direct experience of conflict.
The Save the Children child protection team has 104 staff members and includes Child Protection managers and coordinators, case workers, community outreach staff, paediatric and lay counsellors.
As a result of this regular exposure to accounts of abuse, distress and trauma, Save the Children has committed to provide regular staff debriefing and counsellors supervision in an effort to alleviate burn outs and secondary trauma as well as increasing staffs effectiveness and wellbeing.
Save the Children is seeking a consultant counsellor to conduct debriefing for staff over four days.
The Consultant Counsellor will travel to Dadaab and back by air and will spend four days residing in the Dadaab Save the Children compound, in full adherence to Save the Children’s Code of Conduct, Child Safeguarding Policy, Data Protection and Information Sharing Protocol and Safety and Security Rules.
The Counselling Consultant will also liaise with the Save the Children’s National Child Protection Advisor who will conduct regular group discussions with staff regarding specific protection concerns they are addressing.
Deliverables;
Save the Children is seeking the services of a specialist in Counselling Supervision, Individual Counselling and Group debriefing for Dadaab child protection programme team including the Counsellors as follows:-
•Provision of group debriefing for case workers and community outreach staffs (72staffs) - 2 days.
•Provision of one-on- one Supervision sessions with the four Paediatric and lay Counsellors to support them in their technical functions as specialized counsellors in Garissa (1 day).
•Provision of group debriefing and individual counselling for officers, coordinators and managers (32 staffs) in Garissa (1 day).
•Provision of a two-page report on the visit covering any challenges faced by the consultant, general challenges of staff that can be shared for follow up, key observations and requirements for future visits or recommendations for Save the Children’s support to the Counsellors (one morning – morning includes return travel to Nairobi).

Essential;
•Training and experience in the provision of counselling supervision
•Extensive training and experience in the provision of psychotherapy to children and their families
•High capacity in building trust and rapport on an individual basis and in groups working together in teams under high stress
•Extensive experience in the provision of psychotherapy to caregivers working with children experiencing abuse
•Understanding of the stresses of working in remote, insecure and hostile environments, such as Dadaab
•Demonstrated competence working across Kenyan dynamic cultures, as well as age and gender barriers, and accommodating for these dynamics during group sessions
•Fluency in written and spoken English and Kiswahili
•Strong sense of professionalism and observance of counselling ethics
•Must be an accredited counsellor in Kenya (Kenya Counsellors and Psychologist Association-KCPA former KCA) and a post graduate degree holder.

Appreciation of the importance of community and child participation when working to create behaviour change, raise awareness and protect children
Understanding of the importance and means of ensuring accountability to beneficiaries during programming

Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) was established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence, with the mandate to assist countries and the United Nations system itself to progress more effectively and efficiently toward the goal of achieving gender equality, women’s empowerment and upholding women’s rights. This strategic plan, developed pursuant to paragraph 77 of resolution 64/2892 is the first such plan created by UN-Women. The plan lays out the organization’s priorities for achieving this goal up to 2017, and which it will assess and revise in 2013, in order to align it with the planning cycles of other United Nations agencies. The UN-Women vision is a world where societies are free of gender-based discrimination, where women and men have equal opportunities, where the comprehensive economic and social development of women and girls is ensured so that they can lead the change that they want to see, where gender equality and women’s empowerment are achieved, and women’s rights are upheld in all efforts to further development, human rights, peace and security.
The mission statement of UN-Women was set out in the proposal of the Secretary- General as follows: “Grounded in the vision of equality enshrined in the Charter of the United Nations, the composite entity will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the composite entity will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. To date, the current country programme aims to strengthen the promotion of and respect for women’s rights as well as promoting women’s participation and enhancing gender responsiveness in democratic governance in Kenya.
The Gender and Governance basket fund as well as the Human Rights Programme in Kenya have been focusing on supporting an increase in the numbers of women within all levels of governance, strengthening women’s leadership capacities and strengthen mechanisms for women to claim their rights. The support to CSOs and the government has been specifically in the areas of mainstreaming gender in policies and laws, including the new constitution; supporting the development of reform of laws to protect and promote women’s human rights; and promoting the administration of gender justice through redress mechanisms, and promotion of the rights and equality of women. The establishment of UN Women, whose mandate is to provide, through its normative support functions and operational activities, guidance and technical support to all Member States, across all levels of development and in all regions, at their request on gender equality, the empowerment and the rights of women on gender mainstreaming , and to conduct its work in ways that lead to more effective coordination, coherence and gender mainstreaming across the United Nations system, requires a change of strategy at global, regional and country levels.
Guided by its mandate as well as regional and global inter-governmental agreements, such as CEDAW, the Beijing Platform for Action, Security Council Resolution 1325, 1820 and others, and the Millennium Development Goals, UN Women allows for more influence at policy and programming levels without taking away the responsibility of other UN Agencies to deliver on gender equality and women’s empowerment. Duties and Responsibilities
Under the leadership of the EE Policy Advisor and M& E Officer as well as the overall guidance of the Kenya Country
Director, the consultant will undertake the following:
Review/Undertake a mini country situation analysis with regards to gender equality and status of women to include an assessment of the national frameworks for gender mainstreaming and women’s empowerment, the mandate and the capacity of gender machineries as well as the implementation of national and international commitments to gender equality in the areas relevant to the strategic plan;
Review current national programmes and policies and key documents such as the Kenya Vision 2030, Draft MTP II, the NAP on UN Resolution 1325, UNDAF related documents, the UN Joint Programme on Gender as well as other relevant documents/studies such as the WB report on devolution as well as Women and agriculture, Kenya’s CEDAW Report presented in 2010 and the Concluding observations of the CEDAW Committee, etc.;
Review the current UN Women Country Programme Document 2011-2013 as well as the SP consultation outcome document to identify lessons learnt and areas that might still be relevant to Kenya;
Facilitate consultations with key partners in Government (Gender Machineries, Office of the President, especially Ministry of Devolution, Internal Security, National Treasury, Ministry of Planning and Vision 2030, Ministry of Justice, Police, Ministry of Agriculture and others; strategic development partners (Norwegian Embassy, Swedish Embassy, World Bank, DFID, Denmark, Finland, Netherlands, Canada); local development partner groups such as UN Women CSO Advisory Group, UN Agencies, Civil Society Organization to establish their views on the priorities that UN Women should be addressing as well as identify potential partnerships for the implementation of the programme activities;

Background
The new regional architecture, approved by UN Women’s Executive Board at its Second Regular Session 2012, envisages a number of new Regional Offices (ROs). In Africa there are two new ROs which need to be established. These are: 1) West and Central Africa Regional Office (WCARO) to be located in Dakar, Senegal, and 2) Eastern and Southern Africa Regional Office (ESARO) located in Nairobi, Kenya. Both these new ROs will be built upon the existing UN Women capacity in both locations, namely the former West Africa Sub-Regional Office (WARO) in Dakar and the former East and Horn of Africa Sub-Regional Office (EHARO) in Nairobi. Simultaneously, existing country offices will have their capacities strengthened to manage increased delegation of authority. The mandate of the Regional Office will include the provision of substantial and substantive oversight for the implementation of the delegation of authority to country offices in 2013.
In late November 2012, headquarters conducted a functional analysis (FA) of EHARO that covered staffing composition and capacities as well as resources. The exercise was insightful and productive and agreement was obtained to carry out a similar – but expanded – exercise at country office level. In this regard the Regional Office will conduct seven FA exercises for country offices to enable them to better organize and position themselves for delegation of authority and also to address critical staff/management relations through a participatory and empowering process.
Therefore, the purpose of the FA missions is to work with the existing country offices to develop necessary elements to allow implementation of changes leading to the implementation of delegation of authority and to undertake a capacity assessment. These elements include an implementation plan that allows those changes in a manner which is timely, while also being prudent and minimizing risks, including risks to business continuity. The missions will also address staff relations and prepare staff for organizational changes that will serve to enrich staff relations.
Objective
The purpose of the FA exercise is to align the functions of the countries offices in line with corporate functional analysis and country priorities and budget. The purpose of functional analysis is also to determine preparedness for the delegation of authority to country level offices and undertake a staff capacity needs assessment. The Functional Analysis will draw on the Final Functional Analysis of the UN Women Policy and Programme Bureau (July 2012). The Regional Office has successfully completed this exercise for Sudan, South Sudan, and Kenya and aims to carry out the functional analysis for the remaining countries in the region i.e. Mozambique, Tanzania, Malawi, Zimbabwe, Uganda, Ethiopia and Burundi. The office requires the services of a consultant for analyzing the capacity needs in terms of functions and leadership skills of the office(s) and preparing an action plan to meet these needs. In addition, the consultant will be responsible for individual and group coaching sessions and presentations, as required during the functional analysis meetings
Duties and Responsibilities
Under the leadership of the Regional Director for UN Women ESAR, and in close consultation with the Deputy Regional Director, the Consultant will undertake the following tasks in each of the country where the functional analysis is to be carried out:
Administer online capacity assessment survey, analyze responses and present results;
Hold individual sessions with staff members to understand capacity gaps and management issues for the office;
Hold coaching sessions with management of the office to address issues identified during the survey and individual sessions;
Preparation and finalization of action plan on issues identified during the capacity assessment survey;
Group coaching with staff on, communications, resource mobilization and motivation.
Methodology for Undertaking the Assignment
The Consultant will apply the available survey tools to administer the survey and analyze and present the results. The Consultant will participate in the Functional Analysis meetings and use key capacity tools in a participatory manner to deliver the above tasks for each country.
Expected deliverables
Administration and analysis of capacity assessment survey for each country;
Individual and group meetings/coaching sessions for staff in each country;
Coaching session with the Representative based on the findings of the survey and group meetings;
Action Plan for capacity development based on survey results, meetings and SWOT analysis.
Duration and Commencement of the Assignment
The assignment will be from 1st September 2013 until 31 December 2013. For functional analysis in each country, the consultant will be required for five days – including two days of pre-meeting preparation and three days of participation in the functional analysis meeting. A total of 35 days for completing all the functional analysis. The dates for functional analysis in each country will be coordinated with the consultant. The cost of travel and Daily Subsistence Allowance as per UN Rules and Regulations will be borne by UN Women.

Various studies have shown that improving the entrepreneurial capacity of women and providing women farmers with the same quantity and quality of inputs that men receive typically has the potential to increase national agricultural output and incomes by an estimated 20% (World Bank, 2005).
It is in this context that the UN Women Eastern and Southern Africa Regional Office (ESARO) has designed a Women Economic Empowerment (WEE) programme, to advance solutions aimed at significantly elevating women’s rights and contribution to the national economic priorities of wealth creation, employment and growth. Accordingly, the Women’s Economic Empowerment programme for ESARO region is premised on a strategy to develop the entrepreneurial and leadership capacities of women and youth; and to link them to innovative business models (value chains and innovative technology) and formal services (mainly financial), in collaboration with strategic partners, and as a pathway for them to effectively participate in gainful economic activities and opportunities. In view of the agrarian nature and rural structure of the most African economies, and the central role agriculture plays in determining human development outcomes in the region, UN Women expects that this strategy will also bring women and youth to the forefront in the process of agricultural transformation and commercialization, across specific agro-processing, industry and trade value chains.
UN Women considers strategic partnerships as key enabler in the implementation of its WEE programme. UN Women has signed a Memorandum of Understanding with Equity Group Foundation to strengthen collaboration in the areas of capacity development and training for women entrepreneurs, development of appropriate financial products and support to the implementation of the Women Economic Empowerment programme.

Interviews with institutions/programs that are focusing on women enterprise support e.g. the Women’s fund, Kenya Women’s Finance Trust etc;
Potential partners, players in the field of women enterprises/empowerment;
Any other methodology deemed by the Consultant as appropriate for the task objectives.

Ability to present complex issues in simple and clear manner;
Cultural, gender, religion and age sensitivity and adaptability;
Ability to work under pressure and deliver high quality results on time;
Initiative and independence.
Required Skills and Experience
Education:
Masters degree in Business Management, Economics, Development or any other relevant fields.
Experience:
Minimum of 5 years professional field experience;
Must demonstrate extensive knowledge in women empowerment and interface activities as well as private sector development and youth empowerment;
Knowledge of current situation on gender equality and the empowerment of women and youth employment creation;
Research experience;
Full computer literacy.
Language:
Fluency in English and Swahili.
