Professional Requirement:


*Must possess a Diploma in Intelligence Studies or its equivalent from a recognized institution.

*Must have a minimum of three (3) years of relevant working experience in intelligence analysis, preferably in a Law Enforcement, Military, or Intelligence Agency environment.

*Additional experience in a university or educational institution setup, specifically in a security or risk management role, is an added advantage.

*Registration with recognized relevant professional body will be added advantage.

*Possession of Bachelor Degree in a relevant field will be an added advantage.

*Must provide evidence of computer literacy


Duties & Responsibilities:


*Collect intelligence information from a variety of sources, including human intelligence (HUMINT), signals intelligence (SIGINT), and open-source intelligence (OSINT)

*Analyse intelligence information to identify trends, patterns, and threats to the

*Disseminate intelligence information to university leadership, security personnel, and other relevant stakeholders.

*Monitoring social media and other online sources for potential threats to the University

*Conducting physical security assessments of University facilities

*Interviewing students, faculty, and staff to gather intelligence information

*Developing and implementing intelligence collection plans to monitor specific threats

*Managing a network of confidential informants

*Conduct counterintelligence operations to protect the university from intelligence threats

*Briefing university leadership and security personnel on intelligence findings

*Coordinating with law enforcement and other intelligence agencies to share information and coordinate responses.

*Train and Manage intelligence assets.

*Provide support and expertise to the university’s emergency response team during emergency situations.

*Perform any other duties and responsibilities as may be assigned from time to time

Duties:

• Enforce all Security measures and rules as per University policies in order to promote a conducive Learning environment.
• Formulation of Security policies, controls and standard operating procedures and their implementation and enforcement to ensure homogeneity of application and understanding.
• Provide timely and updated reports on all cases and incidents and the requisite recommendations to the management for information and decision making.
• Proactively Monitor the Security situation within and without the University and keep the University informed so as to enhance security for all.
• Liaising with the law enforcement agencies and other neighboring Institutions in matters of security in order to keep abreast of the security status and emerging issues.
• Monitor and control the Security department budget to ensure cost effective utilization of resources.
• Participate in selection and vetting of security firms so as to ensure the most compatible firm is selected and also ensure that there is effective coverage by co-coordinating their services on campus.
• Assist in University in investigating student disciplinary incidents.
• Carry out periodic security survey with a view of improving security controls and coverage.
• Maintain in safe custody all keys of the University, monitor their use and movements for security purposes.
• Monitor the functionality of alarm systems, CCTV’S, electric fence and security lights.
• Monitoring movement of University equipment.
• Perform any other assigned duties.

Skills Required:

Minimum Qualifications;

• Bachelor of Arts degree in Social Science

• Attained the level of Chief Inspector, Assistant Superintendent, and Superintendent and above.

• Minimum of 5 years’ experience in a similar position.

Kenya Civil Aviation Authority is seeking to recruit qualified Kenyan citizens to fill the above position

Job Role: To plan and direct all aviation security oversight activities

Responsibilities
• Prepare and implement the department’s operational plan and budget to achieve targets in line with the KCAA’s strategic plan;
• Develop and propose policies, standards, regulations and legislation to ensure that the regulatory framework of the Kenyan Civil Aviation Authority is aligned and compliant with ICAO annexes and recommended practices, as well as other regional and international conventions of which Kenya is a member State;
• Approval of aviation certificates as appropriate.
• Work with the legal services to propose / draft appropriate legislations and regulations;
• Reviews and approves inspection guidance materials, manuals, procedures and aviation security programmes and plans.
• Advise and guide management and Industry on the interpretation and application of aviation security standards and regulations;
• Develop job description and assign duties to staff in the department;
• Conduct regular performance reviews of staff in the department to determine training and development needs and ensure the highest standards of performance and conduct are being adhered to;
• Work closely with Internal Audit to incorporate good governance practices in the department;
• Work closely with the Quality Management department to implement effective inspection, surveillance and licensing processes;
• Conduct threat analysis and advise the National Aviation Security Committee accordingly.

• Conduct certification of screeners at airports and airline operators, as well assecurity programmes and training programmes;
• Coordinate and liaise with other departments as may be necessary;
• Enforce the relevant Civil Aviation Regulations and recommend appropriate actions;
• Perform any other duties as may be assigned by the Director.

Qualifications;

• A relevant Bachelors Degree from a recognized University;
• A Masters’ degree in a related field would be an added advantage;
• At least five (5) years experience at senior level in the aviation sector or a related field;
• Proven experience in financial accountability and people management
• Certificate in a approved ICAO aviation training, National Aviation Security Inspectors Course and an advanced certificate in Aviation Security or advanced instructors technique course would be an added advantage;

Kenya Civil Aviation Authority is a State Corporation under the Ministry of Transport,established under CAP 394 of the Laws of Kenya with a Vision “to be a model of Excellence in Civil Aviation” and the mission is “to develop, regulate and manage a safe, efficient and effective Civil Aviation System in Kenya”.

The Authority is seeking to recruit qualified Kenyan citizens to fill the following positions in the establishment.

Department: Aviation Security
Reports To: Director Aviation Safety, Security and Regulation.
Job Purpose To plan and direct all aviation security oversight activities

Scope of work / duties / responsibilities;
