Job Title: Regional Controller - Africa, Nairobi
Job Description
The Regional Controller – Africa is responsible for the strategic, operational oversight and management of the International Accounting function. Senior level financial Business Partner to the Chiefs of Party (COPs) and other RTI leaders regarding all financial operations in the Region. In this capacity, the Regional Controller – Africa will oversee all aspects of financial accounting in support of all RTI business and project activities in the Africa Region. Oversight and management includes financial accounting compliance, internal controls, training and support; the establishment and monitoring of policies, procedures and systems; performance management of the field finance staff in the region; and day to day management of procurement and grants staff.
Responsible for the implementation, monitoring and continuous improvement of:
An efficient and effective financial reporting process that provides accurate and timely information
Sound internal controls to ensure that all the transactions are carried out in compliance with client and RTI policies
Regional and project level performance and compliance reporting that provides actionable information for COPs and project staff
Senior level liaison and representation with internal and external clients
Ensure that all necessary financial information and explanations are effectively communicated to clients to maintain positive and successful working relations
Provide sound financial consultation to COPs, project staff and other RTI stakeholders
Contribute to the overall implementation, development and success of RTI projects and initiatives
Responsible for the coordination and remediation of:
Accounting quality control issues
Internal Audit findings & observations
External and statutory audit activity
Ethics and other Internal Investigations
Active engagement with the bid and proposal teams on all bid activity across the Africa region
Consult with business unit proposal teams on the best options to provide a cost effective and adequate financial accounting staffing for project operations
Sign off on the final proposed staffing model if the staffing proposed deviates from agreed upon guidelines
Recruitment and hiring of project staff
Partner with the Regional Office staff, Business Unit project teams (COP/HOTM/PAS/M) and Human Resources to recruit and hire all field finance project staff in the region
Responsible for the hiring of Field Finance staff in the region, ensuring that all staff have the necessary education, experience and skills
Training and support of project staff
Responsible for the training and support of project staff on all finance systems, policies and procedures. Specific areas of focus include, but are not limited to:
Quickbooks Field Office Finance System
Payroll Processing Tools & Systems
RTI Field Office Finance Policies and Procedure Manual
Accounting Quality Control Process (Compliance review, IFO Checklist, etc)
Month End Closing and Reporting Process
Performance Management of field finance staff within the Africa Region
Ensure timely and accurate submission of all month end closing activities
Solicit input from COP's, PAS/M team, business unit leaders to ensure proper service delivery
Be actively engaged in the performance management of project staff
Lead the annual review, development plan and objective setting process for field finance staff
Assist in project start up and shut down activitiesAssist with the following banking activities:
Provide consultation on bank selection and banking infrastructure options
Review and approve bank accounts and signatories
Provide oversight of all balance sheet accounts across the region on a periodic basis, with particular attention paid to:
Cash Accounts
Employee Advances
Vendor Advances
AP Liabilities
Payroll Liabilities
Develop effective working relationships with the following key stakeholders:
COP's - ensuring that they receive the necessary service & support levels from the field finance staff
PAS/M's - ensuring that the project deliverables are being met and that the project is performing within budget
BU Finance Teams - communicating critical project support issues and informing them of any areas of concern
Procurement, Subcontracts, Consultants & Grants teams
Participate in project reviews with Business Unit teams, as applicableLead assigned annual initiatives and support other initiatives impacting International Accounting Operations
Qualifications
Masters in Business Administration or related discipline with a minimum of 14+ years progressive experience in senior leadership roles
CPA license or equivalent required
Successful track record of implementing and managing financial programs in Africa with diverse teams through effective collaboration with a wide range of stakeholders
Significant financial management experience with an international organization in developing countries in Sub-Saharan Africa
Deep experience with international field based finance and accounting operations
Demonstrated knowledge of US GAAP, Federal Acquisition Regulations, familiarity with USAID contracting requirements and International Financial Reporting Standards (IFRS)
Exceptional interpersonal and communication skills and ability to think strategically, make critical decisions and effectively handle change in a fast paced, multi-cultural environment
Detail oriented and highly organized. Able to support and respond to the needs of the field office finance teams as quickly as possible to enable consistent project service delivery
Work well under pressure in a fast-paced, dynamic environment
Flexible work attitude: the ability to work productively in a team environment, as well as independently, and the ability to meet unexpected demands
Strong computer skills: ability to work with Microsoft Office product suite, various accounting software programs like Quickbooks and Costpoint, and e-mail/internet software applications
Ability and willingness to travel to developing countries, expected to be up to 25%
Ability to read and speak French is preferred
