The National Council is seeking suitably qualified candidates to fill the above vacancy:

Basic monthly salary (excluding allowances and benefits): KES.109,089 - 144,928
Key Responsibilities
• To ensure that the Council attracts and retains the optimum number of employees with the required skills, expertise and competence
• To attract and recruit individuals who are qualified by job related standards of education, training and experience who can be trained to perform work in a manner that will contribute to the attainment of the objectives of the Council
• To ensure that there are equal opportunities for all employees and job applicants in accordance with the Constitution and all applicable laws, guidelines and regulations in force in Kenya.
• To ensure that a remuneration and benefits structure is in place for employees which is externally competitive, internally equitable, and which recognizes and rewards individual performance.
• To develop and co-ordinate a system for the evaluation and continuous improvement of the performance of staff;
• To develop and implement a Human Resource Policies and Procedures Manual;
• To foster a high degree of personal motivation and career development through growth opportunities provided by the organization;
• To guide and advise the CEO/Editor and other Managers to identify, train, mentor and groom employees to progressively take up responsibilities;
• To develop and implement a career progression plan;
• To advise the organization in safeguarding the physical, mental and emotional safety, health, welfare and wellbeing of the members of staff;
• To foster positive interpersonal relations among members of staff and to establish and co-ordinate the implementation of a dispute resolution mechanism for effective management of interpersonal relations and disciplinary matters and grievances;
• To encourage members of staff to maintain high standards of moral and professional conduct and to embrace and live the values of the organization;
• To develop and co-ordinate the implementation of a reward and recognition scheme for members of staff;
• To ensure compliance by the organization with the Constitution, all the laws, rules and regulations governing employment and labour relations; and
• To be the reference point for other departments on knowledge and information on Human Resource Management and Administration.
Professional Qualifications, Skills and Personal Attribute
This position calls for a mix of skills in leadership and management.
The ideal candidate will be a citizen of Kenya who has the following minimum qualifications:
• At least a master's degree in Business Administration (MBA) specializing in Human Resources management or its equivalent
• At least Five (5) years of working experience in Human Resources and Administration, three (3) of which should be in a senior management position in a busy organization.
• Be a Member of a reputable professional organization for Human Resource practitioners.
• Professional training and/or demonstrated experience in management and leadership
• Excellent Communication, organizational, leadership, management, resource mobilization and decision making skills; and
• Demonstrable experience in the application of contemporary computer and ICT skills.

The Remuneration and Terms of Service
All these positions are jobs in the public service within the meaning of that term in the Constitution of Kenya, 2010 and are based in Nairobi.
Successful candidates will be engaged on permanent and pensionable terms of employment subject to an initial probation period.
