Job Title: Supply Chain Manager
Retirement Benefits Authority is seeking a qualified and experienced talent to join its senior dynamic management
Job Role: Reporting to the Chief Executive Officer, the incumbent will primarily be responsible for the achievement of the Authority's corporate objectives and overall goal by developing, coordinating and implementing strategic procurement and supply chain processes including ensuring compliance with the provisions of the Public Procurement and Disposal Act, 2005 and the related regulations and guidelines.
The key responsibilities of the position include:-
• Developing and implementing procurement strategies for the Authority
• Developing, implementing and monitoring the procurement plan for the Authority
• Developing policies and procedures in line with the Public Procurement and Disposal Act, 2005 and the related Regulations.
• Managing the procurement and supplies function of the Authority.
• Setting and planning suppliers’ accreditation and compliance with contract and service level agreements.
• Providing effective leadership, expertise in all aspects of procurement
• Ensuring individual performance goals and personal development action plans are achieved
• Developing succession plans for staff in consultation with management
• Ensuring a smooth flow of information, control and accountability
• Performing the duties of Secretary to tender and Disposal Committees
• Managing the procurement records in accordance with the provisions of Public Procurement and Disposal Act, 2005 including Public Procurement records management manual
• Undertaking contract management that includes contract negotiations, monitoring and review in conjunction with the respective heads of departments
• Ensuring all the staff in the department are aware of the procurement processes and SOP's derived from the applicable rules and regulations
• Preparing regular reports to Board and Management
Qualifications;
• Holder of a Bachelor degree in Procurement/Supply Chain Management (Second Class Honors or higher) AND a Master degree in Procurement/Supply Chain Management from a recognized University(ies);
• Possession of Chartered Institute of Purchasing and Supplies (CIPS) graduate diploma or KNEC diploma in Purchasing & Supplies Management.
• Be a member of the Kenya Institute of Supplies Management (KISM) or any other relevant professional body.
• At LEAST eight (8) years relevant working experience, five (5) of which must have been at a senior level preferably in a public organization.
Key Competencies;
• Thorough knowledge of Public Procurement Act, 2005 and the Regulations thereto
• Highly developed analytical and interpersonal skills and ability to make sound business decisions with strong implementation, monitoring and evaluation focus.
• High professional and ethical standards and conformity with relevant prescriptions of the constitution of Kenya, 2010 on Leadership and Integrity.
• High proficiency in IT applications and ability to handle multiple and conflicting priorities, and to deliver quality results ahead of schedule
• Strategic and innovative thinking
• Strong leadership, team player, organizational skills and communication skills
