Job Title: Contracting Fund Manager (REGAL- AG Project)
Duties and Responsibilities:
•Draft grant awards and modifications, process financial reports/payments, and coordinate technical review and acceptance of milestones/deliverables as relevant.
•Maintain Community Contracting Fund Grants Program database and forward results information and success stories to relevant staff and external audiences through management and communications channels as directed by COP.
•Conduct grantee site visits as appropriate.
•Assume responsibility for overall management and provide leadership, oversight and support to all aspects of the Grant Fund.
•Conduct day-to-day implementation of the Community Contracting Fund work plan and grant management.
•Coordinate with the REGAL-AG technical team to identify potential community-based beneficiaries and solicit ideas for proposed investments.
•Provide accurate reports to the COP and headquarters on all grants and compliance issues.
•Maintain complete and accurate files for all subgrant agreements.
•Ensure that grant activities comply with ACDI/VOCA internal policies and procedures as well as USAID rules and regulations.
•Review that all qualifying requirements are met by potential beneficiaries and conduct pre-award surveys/assessments as needed.
•Ensure proper application procedures and parameters are clearly understood by stakeholders – including partners, government, and candidate grantees.
•Lead proposal evaluations by grant review committee.
•Serve as primary point of contact for all correspondence and notifications to grant applicants and grantees.
•Conduct mandatory training for all staff and grantees regarding grant administration and technical reporting requirements.
•Provide draft responses to informational requests from other applicants and the public.
•Propose revisions to Grants Program Procedures based upon experience and lessons learned and coordinate proposed changes with REGAL-AG team.
•Must be willing and able to travel at a minimum of 60 percent of the time to field offices including Isiolo and Marsabit.
Qualifications:
•Bachelor’s Degree in relevant field, including business, accounting, or compliance
•3-5 years of related experience in administering grants, subcontracts, procurement, of a similar size and complexity.
•3-5 years of related experience and compliance with USAID regulations
•Expert with (US) FAR & AIDAR as applicable to grants, subcontracting and procurement
•Excellent budget and financial management skills; ability to monitor subgrantee budgets for accuracy and allowable costs required
•Demonstrated experience applying clauses and negotiating without heavy management oversight
•Ability to independently develop amendments and modifications as a result of negotiations
•Experience providing capacity-building training to local organizations
•Ability to independently solve problems, self-start, be creative and innovative
•Sound/strong communication, leadership and reporting skills required
•Experience working in Kenya agricultural development programs is highly preferred
•Strong written and oral communication skills as well as thorough familiarity with Microsoft Office applications
•Previous attendance at USAID training in contracting and compliance preferred
•Motivated to grow and develop professionally
