Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in United Nations Environment Programme/Office for Operations at the Nairobi duty station. Under the direct supervision of the Director, Office for Operations, the incumbent will be responsible for the following duties:
Responsibilities
1. Supervision of preparation of programme budget, administration including asset mangement and fund management aspects for the implementation of the programme, projects and activities of UNEP.
2. Oversight of Management of trust funds and earmarked contributions in support of the UNEP's programme of work and those of MEAs: a) Finalization of terms of reference for establishment of trust funds; b) Provision of overall guidance and advice to UNEP SMT, the MEAs and their Secretariats.
3. Reviewing and analysing contributions to the Environment Fund, trust funds and earmarked contributions to ensure expenditures are adequate to resources for the programmes and timely appropriate adjustment actions.
4. Coordination of the development and management of a common UNEP vision for technology support tools, especially ERP in line with the UN Secretariat strategy and in consultation with OICT.
5. Supervision of administration and management of special programmes UNEP is entrusted with for services such as trusteeship and as an implementing agency.
6. Coordination of UNEP's asset management and procurement requirements and monitoring the administrative support provided in this respect by UNON and other service providers.
Competencies
Professionalism: proven experience in budget and financial management; proven experience with procurement, asset management and technology issues; familiarity with UN Management packages; profound understanding of resources management issues.
Communication: Excellent written and verbal communication skills together with the ability to defend and explain difficult issues with respect to key policies, decisions and positions in inter-agency, inter-governmental and other fora; openness in sharing information.
Teamwork: ability to work collaboratively to achieve organizational goals in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, ability to create an open and positive environment.
Leadership: ability to develop strategies and empower others to accomplish objectives and solve problems. Proven track record of excellent management and technical leadership skills and ability to delegate appropriate responsibility, accountability and decision-making authority.
Accountability: Ability to deliver outputs with prescribed time, cost and quality standards; Operate in compliance with organizational rules and regulations; Ability to take ownership of all responsibilities and honours commitments.
Education
Advanced university degree (Master's degree or equivalent) in social sciences, public/business administration and management or a first degree with a relevant combination of professional qualifications.
Work Experience
A minimum of fifteen years of progressively responsible experience including a background in financial management, administration and planning with preferably 10 years experience in progressively responsible positions in a national/international organization in the field of project financing, budgeting, human resources and management. Successful budget preparation and management in an international organization and the demonstrated leadership of a team of staff working on budget preparation and management highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Good working Knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
