Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the United Nations Environment Programme, Division of Regional Cooperation at the Nairobi Duty Station. Under the dally supervision of the Coordinator for South-South Cooperation, the incumbent, within limits of delegated authority, will be responsible for:
Responsibilities
1. Assist the supervisor in the development and implementation of UNEP's pOlicy and strategy for South-South Cooperation as well as other work of the unit by liaising and following-up with relevant staff of other UNEP divisions and external partners on relevant activities and initiatives;
2. Assist the supervisor in the development of relevant project documents, proposals, partnership agreements memoranda of understanding, and other substantive documents concerning the implementation of key activities of the work unit.
3.Prepare regular updates, summaries, briefing notes and reports on the status of Implementation of key activities undertaken by the work unit for circulation to other staff of DRC and other UNEP divisions as necessary.
4. Provide support to the supervisor in background development of information requests for the Executive/Deputy Executive Director and Division Director.
5. Review letters, memoranda and other correspondence relevant to the work of the unit received from other UNEP divisions, collaborating external organisations and partners and as necessary, draft appropriate responses for review by the supervisor
6. Provide general administrative support to the supervisor including:
- Responding to complex information requests and enquiries
- Establishing and maintaining a filing system for the work of the unit
- Establishing and maintaining a database of contacts of relevant government officials, focal points of collaborating organisations, institutions, donor agencies and experts participating in the work of the unit.
- Coordinating the organisation of relevant meetings, workshops, conferences related to the work of the unit including liaising with the administrative officers of the ORe and UNEP travel unit on logistical and related arrangements for the meetings
- Providing administrative support to the supervisor concerning official mission travel and attendance of relevant internal and external meetings 7. Perform other duties as assigned.

- Good understanding of the functions and organization of the work unit, and of the organizational structure and respective roles of related units; good knowledge of internal policies, processes and procedures generally and in particular those related to programme /project administration; ability to undertake baSic research and gather information from standard sources; demonstrated ability to apply good judgment in the context of assignments given.
Planning and Organizing
- Ability to plan own work and manage conflicting priorities.
Technology Awareness
- Fully proficient computer skills in using all systems at UNEP on a day-to-day basis, e.g., Lotus Notes, Word, Excel, internal databases, Internet, etc.
Communication
- High level communication skills, including ability to draft and proofread a variety of correspondence and other communications, summary reports, etc., destined for the Executive Offices, for input compilations for submissions in-house and for publication of content on the ORC website. Verbal communication skills are necessary to ensure messages are understood and re-communicated when necessary
Teamwork
- Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Education
Completion of secondary school is required, supplemental courses/training in office administration/management or other relevant field will be an advantage.
Work Experience
A minimum of five years of experience in the secretarial field, office administration / management or equivalent.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. A good working knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
Special Notice
Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified. The candidate is responsible for any travel expenses incurred in order to take-up the appointment. Staff members are subject to the authority of and assignment by the Secretary-General.
